The Trans-Pacific Partnership Agreement
[Excerpt] The economic and strategic architectures of Asia are evolving. One part of this evolving architecture is the Trans-Pacific Partnership Agreement (TPP), a free trade agreement that includes nations on both sides of the Pacific. The existing TPP, which originally came into effect in 2006, consists of Brunei, Chile, New Zealand, and Singapore. The United States, Australia, Peru, and Vietnam have committed themselves to joining and expanding this group. The third round of discussions among the eight countries took place in Brunei, during the week of October 4, 2010. The third round saw the formal inclusion of Malaysia in the negotiations.
Other architectures, such as the Association of South East Asian Nations (ASEAN), Asia-Pacific Economic Cooperation (APEC) forum, and the East Asia Summit (EAS) have both economic and strategic aspects. They can be grouped into two categories: (1) groupings that are Asia-centric in approach or origins and exclude the United States, and (2) those that are Trans-Pacific in nature and that include, or would include, the United States and other Western Hemispheric nations. The TPP is one vehicle that could be used to shape the U.S. agenda with the region. The United States, by signaling its intention to join the EAS and by working to elevate its relationship with ASEAN to a more strategic level, appears to be shaping regional architectures in a way that will be more inclusive and trans-Pacific in nature.
Asia is viewed as of vital importance to U.S. trade and security interests. According to the U.S. Trade Representative, the Asia-Pacific region is a key driver of global economic growth and accounts for nearly 60% of global GDP and roughly 50% of international trade. Since 1990, Asia-Pacific goods trade has increased 300% while there has been a 400% increase in global investment in the region. The United States has pursued its regional trade interests both bilaterally and through multilateral groupings such as APEC, which has linked the Western Hemisphere with Asia. There appears to be a correlation between increasing intra-regional economic activity and increasing intra-regional political and diplomatic cooperation. Many observers view the more recent intra-Asian Association of Southeast Asian States (ASEAN) plus threeâChina, Japan, South Koreaâand the ASEAN plus six (also known as the East Asia Summit)âChina, Japan, South Korea, India, Australia, New Zealandâgroups as having attracted more interest within the region in recent years. China\u27s rapidly expanding economy and Japan\u27s developed economy have made them attractive trading partners to many Asian nations. Until recently, many regional states also viewed the United States as having been distracted by events in Iraq and Afghanistaa This had led some to increasingly look to China and Japan as key partners. China may be shifting to a more assertive posture in the region, which may affect relations in the region. Secretary of State Clinton attended the East Asia Summit in Hanoi in October 2010 and President Obama stated he plans to attend the 2011 East Asia Summit in Jakarta.
U.S. participation in the TPP involves the negotiation of FTAs with New Zealand, Brunei, Malaysia, and potentially, Vietnam. The United States currently has FTAs in force with Chile, Singapore, Australia, and Peru. Bilateral negotiations with New Zealand may focus on agricultural goods such as beef and dairy products. The possible inclusion of Vietnam has proven controversial from the standpoint of certain U.S. industry groups, such as textiles and apparel, as well as those concerned with labor, human rights and intellectual property issues. The involvement of Vietnam could add a higher level of difficulty, yet is illustrative of the challenges associated with developing a truly Asia-Pacific-wide trade grouping. All the potential parties may face complex negotiations in integrating the myriad FTAs that already exist between some TPP parties

Conjoint analysis was used to examine buyer preferences toward farm-raised hybrid striped bass at the wholesale, retail, and restaurant levels. Low price and round form were found to be important attributes in the product preference rating for the wholesale and retail markets. India: Domestic Issues, Strategic Dynamics, and U.S. Relations
[Excerpt] President Barack Obamaâs Administration has sought to build upon the deepened U.S. engagement with India begun by President Bill Clinton in 2000 and expanded upon during much of the past decade under President G.W. Bush. This âU.S.-India 3.0â diplomacy was most recently on display in July 2011, when the second U.S.-India Strategic Dialogue session saw a large delegation of senior U.S. officials visit New Delhi to discuss a broad range of global and bilateral issues. Many analysts view the U.S.-India relationship as being among the worldâs most important in coming decades and see potentially large benefits to be accrued through engagement on many convergent interests. Bilateral initiatives are underway in all areas, although independent analysts in both countries worry that the partnership has lost momentum in recent years. Outstanding areas of bilateral friction include obstacles to bilateral trade and investment, including in the high-technology sector; outsourcing; the status of conflict in Afghanistan; climate change; and stalled efforts to initiate civil nuclear cooperation.
India is the worldâs most populous democracy and remains firmly committed to representative government and rule of law. Its left-leaning Congress Party-led ruling national coalition has been in power for more than seven years under the leadership of Prime Minister Manmohan Singh, an Oxford-trained economist. New Delhiâs engagement with regional and other states is extensive and reflects its rising geopolitical status. The national economy has been growing rapidlyâIndiaâs is projected to be the worldâs third-largest economy in the foreseeable futureâyet poor infrastructure, booming energy demand, and restrictive trade and investment practices are seen to hamper full economic potential. Despite the growth of a large urban middle-class, Indiaâs remains a largely rural and agriculture-based society, and is home to some 500-600 million people living in poverty. Lifetime predictions for the Solar Maximum Mission (SMM) and San Marco spacecraft
Lifetime prediction techniques developed by the Goddard Space Flight Center (GSFC) Flight Dynamics Division (FDD) are described. These techniques were developed to predict the Solar Maximum Mission (SMM) spacecraft orbit, which is decaying due to atmospheric drag, with reentry predicted to occur before the end of 1989. Lifetime predictions were also performed for the Long Duration Exposure Facility (LDEF), which was deployed on the 1984 SMM repair mission and is scheduled for retrieval on another Space Transportation System (STS) mission later this year. Concepts used in the lifetime predictions were tested on the San Marco spacecraft, which reentered the Earth's atmosphere on December 6, 1988. Ephemerides predicting the orbit evolution of the San Marco spacecraft until reentry were generated over the final 90 days of the mission when the altitude was less than 380 kilometers. The errors in the predicted ephemerides are due to errors in the prediction of atmospheric density variations over the lifetime of the satellite. To model the time dependence of the atmospheric densities, predictions of the solar flux at the 10.7-centimeter wavelength were used in conjunction with Harris-Priester (HP) atmospheric density tables. Orbital state vectors, together with the spacecraft mass and area, are used as input to the Goddard Trajectory Determination System (GTDS). Propagations proceed in monthly segments, with the nominal atmospheric drag model scaled for each month according to the predicted monthly average value of F10.7. Calibration propagations are performed over a period of known orbital decay to obtain the effective ballistic coefficient. Progagations using plus or minus 2 sigma solar flux predictions are also generated to estimate the despersion in expected reentry dates. Definitive orbits are compared with these predictions as time expases. As updated vectors are received, these are also propagated to reentryto continually update the lifetime predictions
Uptake of heavy metals, organic trace contaminants and viruses by the Japanese oyster, Crassostrea gigas, grown in a waste recycling aquaculture system : final report
A study of 24 weeks duration was carried out in which oysters (Crassostrea
gigas) were grown in four regimes. These were: (i) on phytoplankton cultured
in a mixture of secondary treated sewage effluent and seawater for a
period of 12 weeks followed by a second 12 week period of feeding on phytoplankton
cultured in a "clean," inorganically enriched regime; (ii) as for
(i) except that the secondary effluent was sand filtered prior to use;
(iii) as for (ii) except that the effluent was charcoal filtered prior to
use; and (iv) using "clean," inorganically enriched phytoplankton food for
the 24 week duration. At intervals of two weeks, populations of oysters
were removed for assay for trace metals (Cd, Cr, Cu, Hg, Ni, Pb, Zn) and
organic contaminants (hydrocarbons, P . C.B.' s). No significant accumulation
or depuration of any metal or organic contaminant was evident in any of the
regimes. In terms of these contaminants all oysters are within acceptable
edible standards as set by F.D.A.
A series of experiments was carried out to examine the public health
implications of enterovirus survival in a mollusc culture system fertilized
with secondary treated sewage effluent. Using MS-2 bacteriophage and vaccine
strain poliovirus it would appear that depuration could be effected
in 20-25 days in C. gigas at l5°C. However this does NOT mean that such
a time span would be adequate for other enteroviruses. Further work is

Characterization of a 5-eV neutral atomic oxygen beam facility
An experimental effort to characterize an existing 5-eV neutral atomic oxygen beam facility being developed at Princeton Plasma Physics Laboratory is described. This characterization effort includes atomic oxygen flux and flux distribution measurements using a catalytic probe, energy determination using a commercially designed quadrupole mass spectrometer (QMS), and the exposure of oxygen-sensitive materials in this beam facility. Also, comparisons were drawn between the reaction efficiencies of materials exposed in plasma ashers, and the reaction efficiencies previously estimated from space flight experiments. The results of this study show that the beam facility is capable of producing a directional beam of neutral atomic oxygen atoms with the needed flux and energy to simulate low Earth orbit (LEO) conditions for real time accelerated testing. The flux distribution in this facility is uniform to +/- 6 percent of the peak flux over a beam diameter of 6 cm
Activating social change together: A qualitative synthesis of collaborative change research, evaluation and design literature
Researchers, evaluators and designers from an array of academic disciplines and industry sectors are turning to participatory approaches as they seek to understand and address complex social problems. We refer to participatory approaches that collaboratively engage/partner with stakeholders in knowledge creation/problem solving for action/social change outcomes as collaborative change research, evaluation and design (CCRED). We further frame CCRED practitioners by their desire to move beyond knowledge creation for its own sake to implementation of new knowledge as a tool for social change. In March and May of 2018, we conducted a literature search of multiple discipline-specific databases seeking collaborative, change-oriented scholarly publications. The search was limited to include peer-reviewed journal articles, with English language abstracts available, published in the last five years. The search resulted in 526 citations, 236 of which met inclusion criteria. Though the search was limited to English abstracts, all major geographic regions (North America, Europe, Latin America/Caribbean, APAC, Africa and the Middle East) were represented within the results, although many articles did not state a specific region. Of those identified, most studies were located in North America, with the Middle East having only one identified study. We followed a qualitative thematic synthesis process to examine the abstracts of peer-reviewed articles to identify practices that transcend individual disciplines, sectors and contexts to achieve collaborative change. We surveyed the terminology used to describe CCRED, setting, content/topic of study, type of collaboration, and related benefits/outcomes in order to discern the words used to designate collaboration, the frameworks, tools and methods employed, and the presence of action, evaluation or outcomes.
Forty-three percent of the reviewed articles fell broadly within the social sciences, followed by 26 percent in education and 25 percent in health/medicine. In terms of participants and/or collaborators in the articles reviewed, the vast majority of the 236 articles (86%) described participants, that is, those who the research was about or from whom data was collected. In contrast to participants, partners/collaborators (n=32; 14%) were individuals or groups who participated in the design or implementation of the collaborative change effort described. In terms of the goal for collaboration and/or for doing the work, the most frequently used terminology related to some aspect of engagement and empowerment. Common descriptors for the work itself were âsocial changeâ (n=74; 31%), âactionâ (n=33; 14%), âcollaborative or participatory research/practiceâ (n=13; 6%), âtransformationâ (n=13; 6%) and âcommunity engagementâ (n=10; 4%). Of the 236 articles that mentioned a specific framework or approach, the three most common were some variation of Participatory Action Research (n=30; 50%), Action Research (n=40; 16.9%) or Community-Based Participatory Research (n=17; 7.2%). Approximately a third of the 236 articles did not mention a specific method or tool in the abstract. The most commonly cited method/tool (n=30; 12.7%) was some variation of an arts-based method followed by interviews (n=18; 7.6%), case study (n=16; 6.7%), or an ethnographic-related method (n=14; 5.9%). While some articles implied action or change, only 14 of the 236 articles (6%) stated a specific action or outcome. Most often, the changes described were: the creation or modification of a model, method, process, framework or protocol (n=9; 4%), quality improvement, policy change and social change (n=8; 3%), or modifications to education/training methods and materials (n=5; 2%). The infrequent use of collaboration as a descriptor of partner engagement, coupled with few reported findings of measurable change, raises questions about the nature of CCRED. It appears that conducting CCRED is as complex an undertaking as the problems that the work is attempting to address
